I've just spent over an hour messing with a remote IIS server trying to get e107 running on it, and the short of it is I can't. There is a bug in IIS when php is installed as an executable that stop cookies being set so it's impossible to log in even though the installation goes perfectly well. There is apparently a fix available from microsoft.com but until I move the core over to tracked sessions (which raises a whole new set of problems) if you are getting this problem either a) get apache installed, or b) use a different cms.
